Technical Supervision

Large projects are characterised by a large number of project participants, all of which are directly or indirectly compensated by the infrastructure operator. Each of these contractors is acting in terms of his technology or his service. At the same time, the infrastructure operator often does not have the technical experience in the new technology that is required to ensure the target-oriented management of contractors.  This is where technical implementation support (Technical Supervision) of quattron helps to ensure that the project target can be attained within the required time and cost framework, and that operational functionality in particular can be achieved.

This process starts with a review of the supplier project-relevant documentation with regard to the intended operational performance, since suppliers usually focus on technical functionality and often are not very familiar with the customer’s operational requirements.

In the case of the construction or re-invest of grids such as GSM-R, TETRA or ERTMS, this also includes site inspections for the installation of all central and line-related components of the grid.

The management of interfaces to other systems, projects and processes is another important task during the project period, as it ensure the smoothest possible introduction process.

The systematic monitoring of the project progress ensures that inappropriate developments are detected at an early stage and measures designed to rectify or reduce delays can be initiated so that the project target can still be attained.

Since it is not possible to set out all possible developments in advance of the project start date, and even standardised contracts do not offer complete protection against unclear items, quattron can of course also assist with contract management activities vis-a-vis the supplier.

Technical Assistance

During the course of projects and normal work routines, customers often require not only project management services but also technical assistance from a project group or organisational unit.
This process starts with the supervision of technical discussions (e.g. for a requirements specification) and ends in quality assurance measures e.g. as part of an approval process. These technical assistance aim to compensate for resource bottlenecks and/or to increase the efficiency of management measures, such as prioritisations or the acceleration of technical tasks within a contract. This process are an understanding of the project requirements and the technological-strategic objectives, as well as sound technical know-how of the technologies.

Such technical assistance also requires a good understanding of the processes that will be applied, e.g. relevant development/approval processes for a technical system or the verification of technical specifications pursuant to CENELEC. In this vein, quattron has supported the establishment and further development of the new type approval (NTZ) for signal, telecommunication and electro-technical facilities in Germany for a number of years, with the purpose of creating the conditions for a start-up of ETCS Level dual rail tracks, with or without external signalling.

In this way, the requirements developments of technical systems and components, the evaluation of interfaces at system boundaries as well as related systems (e.g. the technical relationships between ETCS and signal boxes) are competently supported in line with the technical support services provided by infrastructure companies or manufacturers. At the same time, our service range also includes technical support for deriving the impact on the operational organisation and the regulatory framework. In this vein, quattron has for many years supported the planning and design of the migration to replace existing train override systems with a uniform and interoperable European standard in a technical capacity (e.g. in the ERTMS technology segment).
